Every commercial Nintendo 3DS game cartridge and digital title (CIA file) shipped with hardware-level encryption. When the 3DS console reads a game, it uses a unique and a Title Key (specific to that game) to decrypt the data on-the-fly. Without the correct keys, the data is gibberish.
