The title "Herod's Law" is a reference to a very Mexican saying, which itself refers to the biblical King Herod, who ordered the massacre of the innocents to protect his power. In the context of the film, the law states that "it is better to be the one who eats, than the one who is eaten" or, in simpler terms, that in a corrupt system, you either become a predator or you become prey.

For seven decades, the Institutional Revolutionary Party (PRI) held uninterrupted power over the country. Luis Estrada’s film was a direct, unfiltered, and deeply satirical attack on this regime.
