Arriving in the summer of 2023, Update 1.65 (titled San Andreas Mercenaries ) is often viewed as a transitional patch. While it introduced a new organization (Merryweather Security) and a massive salvage operation, the community reception was mixed.

Update 1.65 implemented a robust security protocol that hardened the peer-to-peer connection privacy of the game. Rockstar Games implemented a new telemetry system to flag unauthorized memory modifications instantly. The patch effectively closed the vulnerability loop, restoring safety to the PC matchmaking pools and allowing corrupted accounts to be safely restored by Rockstar Support.
